Job Summary

We are seeking a Program Delivery Manager to lead a multi-year mineral title consolidation program for one of the largest royalty funds in the United States.

This is a program-scale, multi-continent engagement with full accountability for delivery, budget, timeline, quality, and client relationship management. The role combines program leadership and operational execution, with Agile and Scrum practices used as delivery tools rather than the core identity of the role.

The program spans the full retitling lifecycle, including data infrastructure development, AI-assisted document classification, title research, curative resolution, notary execution, county recording, operator engagement, and revenue transition. The Program Delivery Manager serves as the single point of accountability across all workstreams, managing distributed teams across Casablanca, Islamabad, and coordination with Dallas.

The ideal candidate operates at the intersection of program management, stakeholder leadership, operational execution, and technical fluency, and is comfortable managing complex, evolving systems at scale.

Key Responsibilities

  • Own end-to-end program delivery, including execution, quality, throughput, timelines, and budget across all active and upcoming workstreams.
  • Manage cross-time-zone operations, ensuring continuous workflow between Casablanca and Islamabad teams.
  • Oversee the full retitle pipeline, including research, classification, package readiness, recording, operator coordination, and revenue transition.
  • Manage the title research pipeline, including intake sequencing, workload allocation, throughput tracking, classification oversight, and evidence pack quality.
  • Coordinate AI deployment, including document classification models, data extraction pipelines, and exception handling, while defining scope and limitations.
  • Manage third-party vendors end-to-end, including selection, onboarding, performance tracking, and contract governance.
  • Implement and adapt Agile delivery practices, including daily war rooms, sprint planning, reviews, and retrospectives where applicable.
  • Enforce WIP limits and workflow discipline across workstreams to maintain efficiency and reduce bottlenecks.
  • Apply appropriate methodologies across teams (Scrum, Kanban, or waterfall) based on workstream requirements.
  • Track performance using engineering velocity metrics and operational throughput metrics.
  • Lead governance and reporting, including weekly operating reviews and monthly executive steering presentations.
  • Maintain risk registers, decision logs, issue trackers, and change control documentation.
  • Oversee financial management, including budget tracking, cost governance, vendor invoicing, and variance reporting.
  • Develop detailed project plans for future phases, including scope, timelines, dependencies, cost estimates, and risk assessments.
  • Manage phase transitions and program scaling without disrupting ongoing operations.
  • Coordinate with parallel client-side technology initiatives to ensure alignment and integration.
  • Serve as the primary client liaison, managing relationships with operational and executive stakeholders.
  • Lead escalation management, ensuring timely resolution and transparent communication.
  • Maintain a culture of transparency, accountability, and no surprises in all client interactions.
  • Lead team management and scaling, including hiring, onboarding, performance management, and capacity planning.
  • Maintain cross-training frameworks to ensure knowledge continuity across functions.
  • Build and manage a high-performance, distributed team culture across multiple geographies.

Qualifications

  • 7+ years of experience in program or project management within complex, multi-workstream environments with budget or P&L accountability.
  • Proven experience managing distributed teams across multiple countries and time zones.
  • Certification in Scrum or Agile methodologies (CSM, PSM, or equivalent), with practical application in delivery environments.
  • Strong understanding of data systems, relational databases, and technology infrastructure, with the ability to engage in technical discussions (e.g., schema design, APIs).
  • Experience building detailed project plans, including work breakdown structures, cost estimates, and dependency mapping for long-term programs.
  • Demonstrated experience managing executive-level stakeholders and client relationships.
  • Strong financial acumen, including budget management, cost tracking, forecasting, and variance analysis.
  • Experience managing third-party vendors, including onboarding, performance management, and contract oversight.
  • Excellent written and verbal communication skills in English, with the ability to produce executive-level reports and presentations.
  • Experience designing and maintaining quality control workflows and audit processes.
  • Ability to operate in ambiguous, fast-evolving environments, building structure where needed.

Nice to Have

  • Background in oil & gas, mineral rights, land administration, title research, or real estate transactions.
  • Experience with database modernization or migration projects (e.g., Access to SQL Server or cloud platforms).
  • Familiarity with AI-driven tools, document intelligence systems, or workflow automation platforms.
  • Experience in consulting, operating partner, or managed services environments.
  • PMP certification in addition to Agile/Scrum credentials.
  • Experience managing complex commercial structures, including pass-through costs and flexible scaling models.
  • Working knowledge of county recording, notarization, or title clearance processes.
  • Proficiency in French and/or Arabic (useful for Casablanca operations).
